Irish Aid project: Commitment of local government to community maintenance

In the morning, 26 March workshop to report results of infrastructure works survey carried out in Thuong Tien commune, Kim Boi district by RIC. Attending the workshop were Mr. Bach Cong Du – Head of Ethnic bureau of Hoa Binh district, Mr. Dinh Cong Nhung, chairman of Thuong Tien People’s Committee and over 20 participants who were local villagers of Khu, Luon, Vay, Vang and Bai Rong villages.

At the workshop, RIC reported survey results of infrastructure works in Thuong Tien commune: 21 works assessed including 5 running water works, 6 irrigation ones and traffic, cultural house, class ….  Most of the works funded by 135 program and degraded after using.

Assessing the urgency of regular works maintenance, Mr. Dinh Cong Sy – head of Luon village said “all of the works required for maintenance when used, not only after damaging. To prevent damage, Luon village did maintenance based on crop time but specific plan was not developed.”

Thanks to the opinions of the participants, local authorities at different levels recognized that maintenance need of local people was diverse and urgency. Thus, Ethnic Bureau of Kim Boi district committed to amend guidelines to allocate fund of 135 program for maintenance based on realistic needs instead on limit number of works per year as previous time.

Mr. Bach Cong Du, in his speed committed “in 2015, Ethnic bureau will edit guidelines on the use of maintenance fund of 135 program. As previous years, guideline was limitation of 3 works per year, each works did not exceed 30 million VND. This guideline was still not flexible. Then, in this year, the fund can be used for 9 or 10 works to ensure that maintenance better meets practical need of people”. /.
