Community management method applied in the project “Pilot of Community-based Operation and Maintenance (O&M) of communal infrastructures in Program 135” as local people participated in all process and were decision makers. Mr. Dinh Thanh Long, Bai Rong village shared “ I saw that resource based approach is interest, I and other people, before, used to report to government when we saw damaged works and wait for their guiding and supporting. But thanks to the approach, I realized that village resources were available as labor, solidarity, and local material as stone, gravel. We also could mobilize money but not much from the local people. I saw that our internal resource was remarkable. I thought that instead of waiting for the support from the government, people could active overcome when works had minor damage”.
