TERMS OF REFERENCE (TOR)
(Develop a strategic plan on gender mainstreaming in project activities).
1. Introduction
The Project “Pilot of Community-based Operation and Maintenance (O&M) of communal infrastructures in Program 135” funded by Irish Aid and implemented by Center for Research on Initiatives of Community Development (RIC) from 2013 to 2016. The project aims to empower poor ethnic minority users in six poorest communes (in the areas of the National Poverty Reduction Program 135) of Hoa Binh province to assume the function of managing and maintenance of the communal infrastructure facilities and make decision in regards to the communal O&M budget that are currently in the hand of the commune people’s committee (CPC) and poorly realized. The results will be used to advocate for community-based O&M in P135 and elsewhere in the country.
A full range of participatory training and coaching methods will be adapted to equip local people with skills and knowledge in building groups, preparing group plan for O&M of different types of communal infrastructural facilities (water scheme, small irrigation system and dam, school, rural road, culture house), carrying on O&M plan and evaluating their activities. Then, O&M groups will be supported to present their proposal to CPC to claim and negotiate O&M funds provided by P135. The project will also support CPC in working out procedures (1) for appraisal of community O&M proposals; and (2) for allocation of funds to community groups for long-term O&M. For this purpose, the project will provide training and on-the-job training for the CPC and local P135 staff to develop their skills in result-based management and community development.
Expected results of the project:
- Expected result 1: Community (user) groups in 6 communes become capable and practice community-based O&M of communal infrastructures for their better benefits.
- Expected result 2: Community (user) groups in 6 communes gain their rights on long-term management of communal infrastructures.
- Expected result 3: Community O&M within P135 is reaffirmed and operationalized.
To ensure gender mainstreaming in the project activities, RIC is recruiting a consultant to develop strategic plan.
2. The purpose of the consultancy contract
Responsible for strategic planning on gender equality mainstreaming in the project activities through four meetings with community groups, each meeting has 50 people.
Expected outcome: A strategic plan on gender mainstreaming finalized after holding discussions with community groups.
3. Responsibilities of the consultant:
- Study the activities of the project before planning.
- Organize meetings/ seminars to discuss with community groups to unified strategic plan on gender mainstreaming in the project activities
- Based on the results of discussions with community, consult the project on gender mainstreaming activities.
- Discuss about time schedule with RIC before conduct the activities.
- Collaborate with RIC in organizing activities for community discussion
- Finish the overall strategic plan at least 5 days after the field activities finished.
4. Location: Hop Dong and Thuong Tien communes of Kim Boi district, Hoa Binh province.
5. Time: in August 2015
6. Target group to work with: local people who are members of the project community based group in 4 communes including Hop Dong, Thuong Tien, Du Sang and Doc Lap.
7. Funding

- RIC will pay consultant fees based on an agreement over the bank account and retain 10% of the total value of the contract to pay income tax for trainers as prescribed by the State. /.
