\u00a0<\/strong>TERMS OF REFERENCE (TOR)<\/strong><\/p>\n

Specialist to train on making operation and maintenance plan and maintenance techniques of infrastructure works for community<\/strong><\/p>\n

    \n
  1. \u00a0<\/strong>The contract:\u00a0<\/strong>Center for Research on Initiatives of Community Development (RIC) is a non-profit organization established by decision of the Vietnam Union of Science and Technology Associations (VUSTA).<\/li>\n
  2. \u00a0\u00a0<\/strong>Introduction of the project:<\/strong><\/li>\n<\/ol>\n

    \n

      \n
    • Project “Pilot of Community-based Operation and Maintenance (O&M) of communal infrastructures in Program 135\u201d implemented in 06 communes: Doc Lap (Ky Son district); Du Sang, Hop Dong and Thuong Tien (Kim Boi district), Ngoc Lau and Ngoc Son (Lac Son district). Projects carried out by Center for Research on Initiatives of Community Development (RIC) with funding from the Irish Aid.<\/li>\n
    • The development objective of the project:<\/em>\u00a0reducing poverty among the poorest ethnic minority population of P135 communes in Hoa Binh province by community empowerment measures that enable sustainable community-based O&M of communal infrastructures.<\/li>\n
    • The goal of the project: (i) Community (user) groups become capable and practice community O&M of communal infrastructures for their better benefits; (ii) Community (user) groups gain their rights on long-term management of communal infrastructures; and (iii) Community O&M within P135 is reaffirmed and operationalized.<\/li>\n
    • Project location<\/em>: includes 6 communes of Doc Lap, Du Sang, Hop Dong, Thuong Tien, Ngoc Son and Ngoc Lau.<\/li>\n
    • Project duration<\/em>: The project was carried out from November 2013 to November 2016.<\/li>\n<\/ul>\n

      Training on making operation and maintenance plan and maintenance techniques of infrastructure works for community is a activity in the series of capacity building for local beneficiaries, contributing to ensure the project\u00a0expected results.<\/p>\n

      \u00a0 3.\u00a0Requirements:<\/strong><\/p>\n

      Trainers will direct implement 03 training courses (02 day\/course) on\u00a0making operation and maintenance plan and maintenance techniques of infrastructure works for community\u00a0for local people who are members of the\u00a0community group in Ngoc Son, Ngoc Lau communes, Lac Son district, Hoa Binh province.<\/p>\n

      \u00a0 4.\u00a0Participants<\/strong>:<\/span><\/strong>\u00a0<\/span>Participants are members of the community groups of\u00a0<\/span>2\u00a0communes\u00a0<\/span>Ngoc Son and Ngoc Lau\u00a0of\u00a0<\/span>Lac Son\u00a0district, each class\u00a0<\/span>includes 35 participants.<\/span><\/p>\n

      5.\u00a0\u00a0<\/em><\/strong>Expected results of the training course:\u00a0<\/em>After the training course, the participants will understand:<\/p>\n

        \n
      • Concepts of \u00a0operation, maintenance, minor repair, major repair and financial resources for maintenance of infrastructure works (include beneficiaries\u2019 contribution \u2013 local people)<\/span><\/li>\n
      • Importance and advantages of regular maitenance infrastructure work<\/span>s<\/li>\n
      • The frequent damages of each type of works, operation and maintenance regularly of every type of works, minor repairs techniques of each type of works and know how to apply knowledge into practice. Especially for the two types of infrastructure works: irrigation and water works.<\/span><\/li>\n
      • Process of making operation and maintenance plan of infrastructure work and know how to mobilize participation of local community to implement the plan.<\/li>\n<\/ul>\n

        6.\u00a0\u00a0<\/span><\/strong>Responsibilities of the trainer<\/strong>:<\/span><\/strong><\/p>\n

          \n
        • Design program, hand-out based on document of the project, ensure that the participant understand content of the hand-out. Training contents focused on community management in\u00a0<\/span>operation and maintenance of infrastructure works;<\/li>\n
        • Implement 0<\/span>3 one-day training courses at locality under the light of participatory methods<\/span>;<\/span><\/li>\n
        • Answer questions of the\u00a0participants<\/span><\/li>\n<\/ul>\n

          7.\u00a0\u00a0<\/span><\/strong>Responsibilities of RIC<\/strong>:<\/span><\/strong><\/p>\n

            \n
          • Provide documents related to the training and the projects;<\/span><\/li>\n
          • Discuss with the trainer on training materials, training time;<\/span><\/li>\n
          • Prepare logistics for the training;<\/span><\/li>\n
          • Provide travelling and accommodation for trainer according to the project cost-norm;<\/span><\/li>\n
          • Payment of the remuneration and per diem under the contract latest after the training ended 10 days<\/span><\/li>\n<\/ul>\n

            8.\u00a0\u00a0<\/strong>Training time:\u00a0<\/strong>March 2016<\/p>\n

            9.\u00a0\u00a0<\/strong>Trainer\u2019s qualification<\/strong><\/p>\n

              \n
            • Have knowledge, experiences on construction techniques, especially irrigation and water works<\/span><\/li>\n
            • Have experiences to work with ethnic minority communities<\/span><\/li>\n
            • Experience of working with minority community in Hoa Binh is preferable<\/span><\/li>\n<\/ul>\n
