{"id":786,"date":"2017-12-20T16:11:59","date_gmt":"2017-12-20T09:11:59","guid":{"rendered":"http:\/\/ric.org.vn\/en\/?p=786"},"modified":"2017-12-20T16:12:15","modified_gmt":"2017-12-20T09:12:15","slug":"project-funded-by-irish-aid-recruitment-trainer-on-financial-management","status":"publish","type":"post","link":"https:\/\/ric.org.vn\/en\/project-funded-by-irish-aid-recruitment-trainer-on-financial-management\/","title":{"rendered":"Project funded by Irish Aid: Recruitment: Trainer on financial management"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><span lang=\"VI\">Center for Research on Initiatives of Community Development (RIC)<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><strong><span lang=\"VI\">Project: &#8220;Pilot of Community-based Operation and Maintenance (O&amp;M) of communal infrastructures in Program 135\u201d<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><strong><span lang=\"VI\">TERMS OF REFERENCE (TOR)<\/span><\/strong><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: center;\"><strong><em>\u00a0<\/em><\/strong><strong>Training on Financial Management<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><strong><span lang=\"VI\">The contract<\/span><\/strong><strong>:<\/strong><\/p>\n<p style=\"text-align: justify;\">Center for Research on Initiatives of Community Development (RIC) is a non-profit organization established by decision of the Vietnam Union of Science and Technology Associations (VUSTA).<\/p>\n<p style=\"text-align: justify;\"><strong><span lang=\"VI\"> 2.\u00a0Introduction of the project<\/span><\/strong><strong>:<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Project &#8220;Pilot of Community-based Operation and Maintenance (O&amp;M) of communal infrastructures in Program 135\u201d implemented in 06 communes: Doc Lap (Ky Son district); Du Sang, Hop Dong and Thuong Tien (Kim Boi district), Ngoc Lau and Ngoc Son (Lac Son district). Projects carried out by Center for Research on Initiatives of Community Development (RIC) with funding from the Irish Aid.<\/li>\n<li>The development objective of the project:\u00a0reducing poverty among the poorest ethnic minority population of P135 communes in Hoa Binh province by community empowerment measures that enable sustainable community-based O&amp;M of communal infrastructures.<\/li>\n<li>The goal of the project: (i) Community (user) groups become capable and practice community O&amp;M of communal infrastructures for their better benefits; (ii) Community (user) groups gain their rights on long-term management of communal infrastructures; and (iii) Community O&amp;M within P135 is reaffirmed and operationalized.<\/li>\n<li>Project location: includes 6 communes of Doc Lap, Du Sang, Hop Dong, Thuong Tien, Ngoc Son and Ngoc Lau.<\/li>\n<li>Project duration: The project was carried out from November 2013 to November 2016.<\/li>\n<\/ul>\n<p class=\"ModelNrmlSingle\" style=\"text-align: justify;\"><span lang=\"VI\"> RIC\u00a0<\/span>recruit a trainer to train on Financial Management for member of community group\u00a0 of the project\u00a0<em><span lang=\"VI\">&#8220;Pilot of Community-based Operation and Maintenance (O&amp;M) of communal infrastructures in Program 135\u201d<\/span><\/em><\/p>\n<p class=\"ModelNrmlSingle\" style=\"text-align: justify;\"><strong> 3.\u00a0Requirements<\/strong><strong><span lang=\"VI\">:<\/span><\/strong><span lang=\"VI\">\u00a0<\/span>Trainers will direct implement 02 training courses (1 day\/course) on Financial Management for local people who are members of the community group in Ngoc Son, Ngoc Lau communes, Lac Son district, Hoa\u00a0 \u00a0Binh province<\/p>\n<p class=\"ModelNrmlSingle\" style=\"text-align: justify;\"><strong> 4. Number of Participants<\/strong><strong><span lang=\"VI\">:<\/span><\/strong><span lang=\"VI\">\u00a0<\/span>About 30 ones<\/p>\n<p class=\"ModelNrmlSingle\" style=\"text-align: justify;\"><strong> 5. Expected results after the training course<\/strong><strong><span lang=\"VI\">:<\/span><\/strong><\/p>\n<p class=\"ModelNrmlSingle\" style=\"text-align: justify;\">After the training course, the participants will understand<span lang=\"VI\">:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li>General regulation on the financial management of Vietnam<\/li>\n<li>How to record financial book of the group<\/li>\n<li>How to prepare payment procedure of carrying out O&amp;M.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><br \/>\n<\/strong><strong> 6.\u00a0Responsibilities of the trainer<\/strong><strong><span lang=\"VI\">:<\/span><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><span lang=\"VI\">Trainer should stu<\/span>dy current financial management regulations of the state to integrate in the training material and ensure that it is simple, easy-to-understand and easy-to-apply \u00a0for the participants.<\/li>\n<li>Design monitoring, financial management forms \u2026 for community groups<\/li>\n<li><span lang=\"VI\">Implement 0<\/span>2 one-day training courses at locality under the light of participatory methods<span lang=\"PT-BR\">;<\/span><\/li>\n<li>Answer questions of the<span lang=\"VI\">\u00a0participants<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><br \/>\n<\/strong><strong><span lang=\"PT-BR\"> 7. Responsibilities of RIC:<\/span><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><span lang=\"VI\">Provide documents related to the training and the projects;<\/span><\/li>\n<li><span lang=\"VI\">Prepare logistics for the training<\/span><span lang=\"PT-BR\">;<\/span><\/li>\n<li><span lang=\"VI\">Provide travelling and accommodation for trainer according to the project cost-norm;<\/span><\/li>\n<li><span lang=\"VI\">Payment of the remuneration and per diem under the contract latest after the training ended 10 days<\/span>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><span lang=\"PT-BR\"> 8. Training time:<\/span><\/strong><span lang=\"PT-BR\">\u00a0May 2016<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span lang=\"PT-BR\"> 9. Trainer\u2019s qualification<\/span><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><span lang=\"PT-BR\">Have knowledge, experiences on financial management<\/span><\/li>\n<li><span lang=\"PT-BR\">Have experiences to work with ethnic minority communities<\/span><\/li>\n<li><span lang=\"PT-BR\">Experience of working with minority community in Hoa Binh is preferable.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong> 10.
