TERMS OF REFERENCE (TOR)
Training on Community Management
- The contract: Center for Research on Initiatives of Community Development (RIC) is a non-profit organization established by decision of the Vietnam Union of Science and Technology Associations (VUSTA)
- Introduction of the project:
- Project “Pilot of Community-based Operation and Maintenance (O&M) of communal infrastructures in Program 135” implemented in 06 communes: Doc Lap (Ky Son district); Du Sang, Hop Dong and Thuong Tien (Kim Boi district), Ngoc Lau and Ngoc Son (Lac Son district). Projects carried out by Center for Research on Initiatives of Community Development (RIC) with funding from the Irish Aid.
- The development objective of the project: reducing poverty among the poorest ethnic minority population of P135 communes in Hoa Binh province by community empowerment measures that enable sustainable community-based O&M of communal infrastructures.
- The goal of the project: (i) Community (user) groups become capable and practice community O&M of communal infrastructures for their better benefits; (ii) Community (user) groups gain their rights on long-term management of communal infrastructures; and (iii) Community O&M within P135 is reaffirmed and operationalized.
- Project location: includes 6 communes of Doc Lap, Du Sang, Hop Dong, Thuong Tien, Ngoc Son and Ngoc Lau.
- Project duration: The project was carried out from November 2013 to November 2016.
Training on Community Management for members of community groups is one activity in the series of capacity building for local beneficiaries, contributing to ensure the project expected results. RIC recruits a trainer to train on Community Management for member of community group in the two project communes – Ngoc Son and Ngoc Lau in Lac Son district, Hoa Binh province
3. Requirements:
- Trainers will direct implement 03 training courses (1 day/course) on Community Management for local people who are members of the community group in Ngoc Son, Ngoc Lau communes, Lac Son district, Hoa Binh province.
4. Participants: Participants are members of the community groups of 2 communes Ngoc Son and Ngoc Lau of Lac Son district, each class includes 35 participants.
5. Expected results of the training course:
- After the training course, the participants will understand concept of Community Management, advantages and approaches of Community Management related to operation and maintenance of infrastructure works;
- Process of Community Management in operation and maintenance of infrastructure works
- Basic principles of Community Management
6. Responsibilities of the trainer:
- Design program, hand-out based on document of the project, ensure that the participant understand content of the hand-out. Training contents focused on community management in operation and maintenance of infrastructure works;
- Implement 03 one-day training courses at locality under the light of participatory methods;
- Answer questions of the participants
7. Responsibilities of RIC:
- Provide documents related to the training and the projects;
- Discuss with the trainer on training materials, training time;
- Prepare logistics for the training;
- Provide travelling and accommodation for trainer according to the project cost-norm;
- Payment of the remuneration and per diem under the contract latest after the training ended 10 days
8. Training time: March 2016Trainer’s qualification
- Have knowledge, experiences on Community Management
- Have experiences to work with ethnic minority communities
- Experience of working with minority community in Hoa Binh is preferable
