
Hoa Binh portal had an article to review effectiveness of foreign aids supported to the province. RIC also mentioned in this article with achievement in building community based group to consult land law in the project funded by JIFF/JPP. Following is the main contents of the article:
In recent years, financing and aid from foreign sources in Vietnam in general have decreased. However, at Hoa Binh, a northern mountainous province of which economic conditions is still difficult but has many policies to attract investment. Carrying out and spreading development projects/models was increasingly efficient and encouraged.
Up to 2014, 36 on-going programs/projects, and non-project aid implemented by 17 non-governmental organizations and development cooperation agencies in the provincial area – increase 3 new organizations, 05 programs/projects compared to 2013 (data provided by Hoa Binh Foreign Affair Department).
Along with other investment funds, foreign non-governmental aid contributed significantly to the socio-economic development, poverty reduction in the province. The project had the practical activities, in accordance with community aspirations, identifying the right target groups and objective, thus supported by the authorities and the beneficiaries.
Carrying out the programs and projects funded by foreign non-governmental organizations contributed to strengthen capacity for offices, partners and people in the project area. Thanks to integration of the training programs, participatory method and experienced experts, rural people, especially people in remote areas with difficult economic conditions, firstly built capacity, enhanced knowledge and management capacity, then know how to do small business, increase income for themselves and their families.
One of the typical models is legal aid group of villager in Van Tien village, Dan Ha commune, Ky Son district. Van Tien is one of the few villages of Dan Ha commune of which has no farmland. People mainly employed for plantation with limited pay, poor life both physically and mentally. But thanks to participation in many project activities, the capacity of people enhanced, the spiritual life also improved, thereby also creating momentum for the development of production and business.
In 2013, a project funded by JIFF conducted in Van Tien village. A project core farmer group established to carry out legal aid activities. Members of the core group were rustic farmers who were familiar with planting trees, hoes… than reading books, law…. But after being trained to be facilitators, they did not only understand the land law but also know how to solve land problems of their families and support for other villagers. Ms. Nguyen Thi Nguyet, an active member of the group told about group’s success in supporting Mr. Tuan’s family to do farmland transaction. As buyer, Mr. Tuan did normal procedures, include: mutual handwritten paper between the buyer and seller then signed and went to the communal people’s committee to finish the procedure. However, three years later, the procedure has not been finished, Mr. Tuan’s family used the land but did not have certificate of land use (red book).
By mid-2014, when equipped with adequate knowledge and skills by the project, Ms. Nguyet and the team members supported and guided Mr. Tuan to carry out the right procedure to have land certificate: the seller must submit a request to make extract land to district Natural Resources and Environment division. After obtaining the results, both buyers and sellers fully carried identity papers on notary public’s office to do purchasing procedures. Finally, bring all the relevant papers and the certificate of land use to the Division of Natural Resources and Environment districts. But knots to take off in this transaction was, person who bought cultivated land must be a farmer, while Mr. Tuan is a free labor. From here, Ms. Nguyet advised Mr.Tuan to let his wife – a farmer carried out the transaction, meaning that Mr. Tuan’s wife would do the procedure. Thanks to the advice, cultivated land purchasing procedure of Mr. Tuan was implemented smoothly. Within two and a half months, Mr. Tuan’s family had red book of the farm land. Without Ms. Nguyet and the core group members’ support, perhaps Mr. Tuan and households with same issues were difficult or very soon be able to solve the problem.
Up to now, model of core group in Van Tien village well remained. The core group organized a communication on land law, integrated communication land law in 3 village meetings, 52 times of consulting to more than 40 households. In 2015, the group maintains a steady 7 to 8 members regularly visit and help families which had problems related to land, helping people psychologically stable, reassuring arable production. In the context of the new Land Law was enacted in 2013 and effective from 1 July 2014, while, even the government organizations were still confused in the work of implementing the new law, in Van Tien, a legal aid model organized, sustained and promoted.
Practices pointed out, along with models of legal aid in Van Tien, other models such as support livelihoods to poor people of Poverty Reduction Project; community management capacity building of project PCMM Vietnam and many other models are very good support for the process of economic and social development of the province. Therefore, strengthening 3 parties coordination mechanisms: the government-people-non-governmental organizations is essential. Along with appropriate policies to attract and improve the effectiveness of aid from organizations in our province.
