On 2 June, Ethnic Department of Hoa Binh province organized a workshop on mechanisms to promote community role in the operation and maintenance of rural infrastructures. Over 50 delegates attended the workshop including representatives of Departments of Finance, Construction, Agriculture and Rural Development; the State Treasury; Bureaus of Ethnic, Financial Planning of Kim Boi District, Lac Son province.

At the workshop, the Centre for Research on Initiatives of Community Development (RIC) introduced model of community-based operate and maintain water works in Noi village, Doc Lap commune. This is a successful model of community-based operate and maintain infrastructure works. Most of participants interested in working method introduced by RIC. Mr. Doi Van Chinh, Vice Chairman of Kim Boi district, said: “We are struggling in how to use and maintenance of works to ensure quality of works in long term, I am very interested in community-based approach of RIC.”

Participants focused on discussing to find available mechanisms and resources to maintain that people can access to such as new rural program, subsidies for irrigation charges, maintenance fees by land, ext. Mr. Nguyen The Dung, head of the Budget expenditure Bureau, Provincial Treasury proposed: “Each commune has many maintenance sources and these sources should be managed in generally, instead of specifically. State budget for maintenance should be allocated directly to commune level, expenditures less than 20 million, the Treasury does not examine the documents and receives. State creates opportunities for communities to be investors “./.
